Non-Instructional Capital Improvements Approval
Brief Description:
Illinois statute requires each state-supported institution of higher education to submit plans for non-instructional capital to the Illinois Board of Higher Education (IBHE) for approval. Projects within this category would include parking structures, housing facilities, intercollegiate athletic complexes, --generally those facilities under the "auxiliary" umbrella. Documentation requirements include project scope, project rationale, financing details including debt structure, and subsequent fees to support financing. A multiyear projection of non-instructional projects is a component of the annual capital budget submission to the IBHE as is individual project approval throughout the year as necessary to comply with the statute.
